Selective blindness?

Following the audit of the actuarial study, the lack of actuary's independence was highlighted to the government agency, among other things. Evidence was presented to them by plucking out key sentences from the study that indisputably showed that the client had dictated the selection of assumptions.

Yet, as a response, the agency claimed that the actuary was the one who set all assumptions. Blind? Denial? Or worse?
